One Nation Innovation is pleased to release this Call-to-Industry seeking innovative solutions to assist with the comprehensive assessment, design, procurement, installation, and maintenance of the Information Technology (IT) systems for our client's 30K square foot Innovation Center facility. We believe that the right IT solutions will enable our client to achieve their organization's objectives by enhancing and streamlining their communications, operations, processes, and workflows. We invite vendors to participate in this Call-to-Industry process and submit responses that showcase their experience, expertise, and capabilities in providing IT solutions. We seek a vendor who can create an innovative, scalable, and reliable IT infrastructure that meets our client's needs and adapts to future technological advancements.
Challenge Information

Project Overview:


The Information Technology (IT) Infrastructure Project aims to streamline and enhance support to a client's 30K square foot Innovation Center facility with DoD NIPRNET and Commercial Internet. The project is located at Fort Liberty, North Carolina.  The project involves a comprehensive assessment, design, procurement, installation, maintenance and cyber security monitoring and protectionof the IT systems, and networks. 


The project will be implemented in 5 phases:


1. Infrastructure Design

2. System and associated infrastructure component procurement.

3. Implementation of the Design and installation of the components.

4. Maintenance of the infrastructure and its associated components.

5. Cyber security monitoring and protection of the infrastructure and its associated components.


The key objectives of the project are:


• Evaluate the current IT infrastructure and identify areas for improvement and integration.

 Develop and present an IT Infrastructure design that incorporates the client requirements and is cost effective and maintainable. 

• Develop a detailed plan for the procurement of equipment and installation of the IT infrastructure, including hardware, software, and network components.

• Implement the new infrastructure in a phased manner to minimize disruption to daily operations.

• Post installation, provide ongoing support and maintenance to ensure the reliability and security of the IT systems.


 Scope of Work:


The scope of work for the IT Infrastructure Project includes, but is not limited to:


a. Infrastructure Assessment and Design:

• Conduct a thorough assessment of the existing facility to identify what IT components will be needed based upon the customer’s daily needs to include hardware, software, and network components.

• Provide an infrastructure design for the facility that includes hardware, software, networks and associated components that integrate into the Audio-Visual system infrastructure.

• Identify any potential performance bottlenecks, security vulnerabilities, and facility areas for improvement to facilitate the implementation of the IT design and equipment.


b. System Design and Implementation:

• Develop a comprehensive design for the IT infrastructure, considering, cost, scalability, security, and future expansion.

• Procure and install the necessary hardware and software components.

• Configure and integrate the systems to ensure seamless operation.

• Identify the system back-up power requirements.


c. Network Upgrade:

• Design and implement an optimized network architecture that meets the organization's requirements.

• Configure and deploy network devices, including switches, routers, and firewalls that support the DoD network and information security requirements.

• Establish secure connectivity between audio-visual components and the IT infrastructure.


d. Security Enhancement:

• Assess the existing security measures and implement robust security solutions, including firewalls, intrusion detection systems, and antivirus software IAW organizational IT security policies and procedures.

• Conduct vulnerability assessments and penetration testing to identify and address any potential security risks.

• Develop and implement comprehensive data backup and disaster recovery plans.

 Provide a cyber security monitoring and response capability to ensure the network and its associated components are protected from internal and external threats.


e. Support and Maintenance:

• Provide ongoing technical support and maintenance services to ensure the smooth operation of the IT infrastructure.

• Monitor the systems for performance and security issues, and promptly resolve any incidents.

• Conduct regular system updates and patch management to keep the infrastructure up to date.


 Submission:

Interested parties are requested to submit their information in the following format:


Executive Summary: Provide an overview of your company and highlight your experience in delivering similar IT projects.

• Project Approach: Describe your proposed approach for the ITFIT Project, including the methodology, key milestones, and deliverables.

• Technical Solution: Outline your recommended technical solution, including hardware, software, network architecture, and security measures.

• Implementation Plan: Present a sample implementation plan, including timelines, resource allocation, and potential risks.

• Team Qualifications: Provide information about your team members' qualifications and relevant experience.

• References: Include references from previous clients who have undertaken similar projects with your organization.


 Submission Evaluation Criteria:


Submissions will be evaluated based on the following criteria:

• Experience and Track Record: Demonstrated experience in delivering similar IT projects and successful client references.

• Technical Expertise: A strong technical solution that aligns with the project objectives and best industry practices.


Responses to this Sources Sought Notice must be submitted electronically through the One Nation Innovation Exchange, no later than the date specified on the One Nation Innovation Exchange Announcement. This is not a Request for Proposal (RFP) or an invitation for bids. It is a market research tool being used to determine the availability and technical capability of potential sources prior to determining the method of acquisition and issuance of an RFP. One Nation Innovation Inc. nor it’s client will not pay for any information received in response to this Sources Sought Notice. All information submitted will be held in a confidential manner and will only be used for the purpose intended.
