Challenge Summary
Description
The US Department of Defense (DoD) is facing the challenge of developing a reference architecture model to drive adoption of AI capabilities across the enterprise. The organization requires a secure, cost-effective, and reliable test bed to enable the Chief Technology Officer (CTO) to explore and experiment with data, analytics and AI technologies that support the adoption of AI. The test bed must enable the CTO to have access to the latest technologies, leverage hybrid cloud solutions, facilitate cross-organization collaboration, test-run non-ATO’d vendor solutions, and yield tangible results that will positively influence the reference architecture model and drive AI adoption across the enterprise.

OPEN CALL FOR INNOVATIVE SOLUTIONS
 
The Chief Digital and Artificial Intelligence Office (CDAO) is initiating an open call for innovative solutions to solve Department of Defense (DoD) problems. Innovative means any technology, process, business practice, or any application of an existing technology, process, or business practice that enhances mission effectiveness for the Government. The objective of this Call is to attract and identify best-of-breed solutions to solve the problem sets identified. 


This Open Call to Industry is considered to have high potential for pilot project awards that may be accomplished via Other Transaction Authority (OTA) for Prototype Projects pursuant to 10 USC 4022b (formerly 2371b). As such, assessment activities conducted in furtherance a potential pilot project award agreement are considered competitive in the same manner as a Broad Agency Announcement (BAA) or Commercial Solutions Opening (CSO), and solutions will be assessed independently of one another primarily for technical merit. The procedures outlined in this Open Call are considered to satisfy the reasonable effort to obtain competition in accordance with 10 USC 4022b.

 
 
 
 
WHAT TO EXPECT
  This announcement is for market research/forecasting only. The Government is currently examining existing solutions both within DoD and industry. After determining that an existing Government product cannot fully support this requirement, it is expected that this announcement with transition into a Call to Industry for solicitation.

  • Design and deploy a digital ecosystem reference architecture experimentation test bed that supports capability experimentation and evaluation
  • Assess and specify hardware and software requirements that support AI capability development and assessment
  • Enable development and experimentation of the latest AI technologies
  • Develop mechanisms for users of the test bed to measure and analyze the results of experimentation and exploration
  • Enable experimentation with the evolving requirements of a living data mesh inside the DoD-relevant MLOps development lifecycle
  • Implement automated testing capabilities for the test bed
  • Instantiate collaboration capabilities that enable users to share development artifacts
  • Provide role and attribute access to the testbed
  • Enable individual and collaboration workspaces
  • Bring to bear hybrid cloud and on-premises storage computation and communication as needed
  • Design and develop a data ingestion and storage layer to support test bed activities


Expected Outcomes

The desired outcome for the program is the creation of a collaborative, agile, secure, hybrid cloud environment that enables experimentation, exploration, development, and assessment of new architecture prototypes, methodologies, and tools for Artificial Intelligence (AI) adoption, including data and analytics.
