1. Since the XVIII ABC supports a minimum of 90,000 personnel throughout its formation and works with large scale partner agencies, this problem set should be viewed to support at a minimum 120,000 personnel. It should be known that currently this demand is not fully scaled and as a result the current user number is drastically lower. However, this scope is the end state goal of this problem set. As a result, each sprint should anticipate a scaling nature of the amount of support needed to properly handle the existing and new users and required features.
2. Problem set seeks to ensure that XVIII ABC has a fully developed and maintained H2F user interface and exchange that facilitates efficient user, provider, and leader data ingestion and utilization.
   
3. Developers will take both XVIII ABC and partner agency requests and update the interface to accommodate additional features and data ingest locations.
4. Develop an ability to push/pull information from front end services that exist for HP collection. This push/pull will occur on XVIII ABC localized front end services to include the H2F application and Leader Engagement Tool application. It will also require the push/pull of data from partner agencies such as Optimizing the Human Weapon System (OHWS) and Measuring and Advancing Solider Tactical Readiness and Effectiveness (MASTRE).
   
5. Support ATO efforts (artifact products) for XVIII ABC applications and platforms. This is not an ATO/ISSO requirement, this is intended to provide the ATO/ISSO team the required support to accomplish their ATO requirements. These artifacts should also provide the ability for any person to read these documents and understand the code and justification for each major change conducted from each code version.
6. Maintain and provide updated Standard Operating Procedures (SOPs) each quarter/90-day sprint.

1. Software Designer/DevOps Engineer – Responsible for planning, designing, testing, and implementing a comprehensive XVIII ABC user interface and exchange. This role is responsible for working with the XVIII ABC and partner agencies to develop a coordinated process supporting the push/pull of information across the formation and enterprise. This role will ensure that user, provider, and command requested features are added and adjusted as required to ensure a fully functional and optimized H2F application. With this requirement, this person will also assist in maintaining the backlog. This role will identify processes that can become automated. Will provide reports and products to the DWC to enable artifacts to be properly maintained and will assist in the preparation of these documents for ATO. This role can require engagements with key leaders and may require the presentation of application features. Lastly, this role will situationally assist with providing advisement and design input on other XVIII ABC application efforts.
2. Software Developer – This role is responsible for building, improving, and maintaining a fully scalable and consistent H2F user interface and exchange that enables the XVIII ABC to utilize collected data to make informed decisions at the user, provider, and leadership levels. Responsible the following key tasks:

• Provide and maintain full functionality to the comprehensive H2F user interface.

• Support the documentation for the application and will aid in the overall user interface and exchange deployment to the entire XVIII ABC.

• Support the maintenance of the DWC backlog and work to resolve issues on the backlog IAW with the commander’s direction.

• IT support to ensure near 24-hour functionality. This support will require expedited outage and bug repair. Expectation will be to have 1 person prepared to react to this mission outside of business hours (1700-2200 and 0500-0800) M-F. This should not be considered full-time work and should be considered as required.

• User anonymization to ensure PHI and PII cannot be used improperly

• Assist Data Scientists in Data Ingestion

• Assist Data Scientists in automation of data collection

• Application Security

• Providing user access to include onboarding new members and re-instating members who fall off due to currency.

• Assist XVIII ABC software developers expand their expertise through mentorship and coaching

• Provide assistance and input on applications that are assigned to XVIII ABC software developers

• Prepared to support Data Scientists ingest data from partner agencies such as Optimizing the Human Weapon System OHWS and Measuring and Advancing Solider Tactical Readiness and Effectiveness (MASTRE).

1. Minimum of 10 years of industry level software design experience.
2. Minimum of 5 years of industry level software developer experience
3. If a junior software developer is proposed, a justification of need must be provided and a plan for ensuring tangible deliverables are produced by this individual (i.e. senior software developer will instruct and mentor).
4. Additionally, should have the relevant training and/or certifications required for a Software Designer/Software Developer
5. Troubleshooting and analytical skills
6. Strong communication and collaboration skills
7. Must have a base level education on the following: PowerBI, Tableau, R Studio, Python, Matlab, Plotly, Seaborn, ggplot2, Docker, Kubernetes, Terraform, JavaScript, React, Express, MongoDB, and PostgreSQL
• Emphasis of strong understanding is on:

• As a team these tech/languages/frameworks/databases above should have full coverage and lack of experience should not be an issue for any problem set using these systems.

1. No Government Furnished Equipment (GFE) for this award. Contractors may propose specific equipment items needed in their proposal and associated costs.
   
2. If contract performance is to be conducted at Fort Bragg, the contractor should expect an assigned workspace with a standard desk/cubicle and chair.
   
3. The contractor should factor into their proposal and be prepared to provide their own commercial internet access via wifi Hotspot in order to perform the work for this problem set. While there is internet at the government facility, the current bandwidth is not sufficient for performing this work.
   
4. If performance will be 100% remote, then Contractor should factor travel to Fort Bragg in their proposal (this cost should be separated from other costs).

12. Evaluation Criteria: This agreement will be firm fixed price. Innovative approaches will make your submission standout. Your submission will be evaluated on the following:
    
• Your approach to meet the requirement (40% weight)

• Cost for a 12-month period of performance (20% weight)
